Patent Retrieval Timed With 3.6 Billion Yuan Project Scam Was Debunked

Qinghai News Network Qinghai Provincial Intellectual Property Office effectively used its advantages in administrative enforcement of intellectual property rights and actively served the province’s economic development. It recently unveiled a patent project fraud involving RMB 3.6 billion.

In September 2004, Dong Mou, whose ancestral home was in Xiqiao Village, Longlongkou Town, Suizhong County, used his own invention patents and a 280 million yuan patent pledge as grounds to use the name of the project leader to develop the project in Yuzhong County. The bureau reported the project of "600,000 tons of dimethyl ether and 100,000 tons of methanol." Due to the lack of understanding of patent knowledge by related departments, in the following months, related departments embarked on the preliminary preparation of the project, prepared a research report and reported it to the Provincial Development and Reform Commission.

Since the project's total investment is estimated to be more than 3.6 billion yuan and involves patents and patent pledges, the Provincial Development and Reform Commission requested the project application materials and asked the Suizhong County Development Planning Bureau to consult with the Provincial Intellectual Property Office. Based on the patent certificate provided by the Yuzhong County Development Planning Bureau, the Provincial Intellectual Property Office conducted a patent search in a timely manner and confirmed that Dong's two patent certificates and the 280 million yuan patent pledge certificate were purely forged.

In an interview with the Intellectual Property Office of Qinghai Province on April 19, the reporter learned that the Provincial Intellectual Property Office had searched many parties, but the party Dongmou still had no whereabouts, and its forged patent certificates and patent pledges could not be confiscated and destroyed.
